GOST is a Russian standards body which has produced cryptographic standards. A possible weakness has been reported in the GOST 34.19-2001 standard, related to the usage of El Gamal based signatures. It has been reported possible to create a "universal signature" which may be used to sign messages without the knowledge of the appropriate private key. Some minor modifications to the underlying message may be required. It has also been reported possible to deliberately create a weak signature which may, when used, lead to the compromise of private key data.
